The Concerned Citizen of AMAC has called on the newly inaugurated Inspector General of Police , Olatunji Disu and the DG of the DSS to investigate one Mrs. Helen Amanabo and others for Forgery of unauthorized MOU on behalf of the Abuja municipal council (AMAC) , the FCT Minister , contempt of court and frustration of Revenue mandate .

SUBJECT:
FORMAL PETITION AGAINST DR. FATIMA HELEN AMANABO AND OTHERS FOR FORGERY OF UNAUTHORIZED MoU ON BEHALF OF AMAC AND THE FCT MINISTER, CONTEMPT OF COURT, AND FRUSTRATION OF REVENUE MANDATES.
1. THE COMPLAINT
This petition is filed to urgently bring to your attention a criminal conspiracy involving the unauthorized drafting and execution of a Memorandum of Understanding (MoU) purportedly on behalf of the Abuja Municipal Area Council (AMAC) and the Honorable Minister of the FCT.
This document was created without the statutory approval of the relevant authorities, specifically aiming to bypass existing legal frameworks and court injunctions regarding revenue collection within the FCT.
2. THE ACCUSED PERSONS
The following individuals are hereby cited for their direct involvement in this fraudulent enterprise:
Dr. Fatima Helen Amanabo (Director, DOAS)
Mr. Sunday K. Azaki (Deputy Director, DOAS)
Ms. Esther Gullong (Billing Officer, DOAS)
Mr. Ebere Nwaokocha (Agent, DOAS)
3. GROUNDS FOR PETITION
I. Forgery and Impersonation:
The aforementioned individuals have allegedly forged signatures and official seals to create an MoU that suggests an agreement between AMAC and the FCT Ministry.
This document was designed to deceive the public and corporate entities into paying monies into unauthorized accounts, bypassing the Treasury Single Account (TSA) protocols.
II. Contempt of Court:
There are subsisting court orders restraining specific departments from interfering with certain revenue headers. By creating this “unauthorized MoU,” the accused have willfully acted in defiance of the judiciary, undermining the rule of law.
III. Criminal Connivance (The AMAC Link):
The fraudulent scheme was bolstered by one of the aforementioned), who allegedly used their position to provide “official” cover for these illegal activities, thereby betraying his fiduciary duty to the Council.
IV. Misinformation of the Public:
Through the use of various media channels, the group has disseminated falsehoods to residents of AMAC. We call on the Nigeria Union of Journalists (NUJ) to blacklist and investigate any “media practitioners” being used as tools to propagate these forgeries.
4. PRAYERS
In light of the above, we demand the following:
Arrest and Prosecution:
That the EFCC and the Nigeria Police immediately arrest the aforementioned persons for forgery, criminal conspiracy, and financial fraud.
Nullification:
That the purported MoU be declared null, void, and a product of criminality.
Disciplinary Action: That the FCT Minister and the AMAC Chairman immediately suspend the public officers involved (Amanabo, Azaki, and Gullong) pending the outcome of a full criminal investigation.
Public Disclaimer: An official statement to be issued to the residents of AMAC to disregard any demands for payment based on this forged document.
CONCLUSION
The integrity of the Abuja Municipal Area Council and the office of the FCT Minister must be protected from individuals who use their positions for personal enrichment at the expense of public service.
