NCC Seeks Public Input on Free Access to Educational Content

The Nigerian Communications Commission (NCC) has announced the release of a consultation paper on a proposed framework for zero-rated access to educational platforms and content in Nigeria.

In a public notice dated June 23, 2026, the Commission said the initiative is part of efforts to deepen digital inclusion and expand access to educational resources by allowing users to access certain online learning platforms without incurring data charges.

According to the NCC, the consultation paper represents a preliminary stakeholder engagement process designed to gather inputs from industry players, the public, and other заинтересed parties in line with its transparency-driven regulatory approach.

The Commission invited stakeholders to submit written comments and contributions on the proposed framework via email, with a deadline set for July 9, 2026.

It also disclosed that the consultation paper has been published on its official website for public access, encouraging interested participants to review the document before making submissions.

As part of the process, the NCC announced that a public consultation session will be held on July 14, 2026, at its Head Office Annex in Mbora District, Abuja. The session is scheduled to commence at 11:00 a.m., with provisions made for virtual participation.

The telecom regulator noted that the move is aimed at fostering inclusive policymaking while ensuring that the eventual framework reflects the needs and expectations of stakeholders across the sector.

Industry observers say the proposed zero-rating policy could significantly enhance access to digital education, particularly for underserved and low-income populations, if effectively implemented.

The NCC reaffirmed its commitment to promoting policies that support innovation, improve connectivity, and drive sustainable growth in Nigeria’s communications ecosystem.
